摘　　要：在构建社会主义和谐社会的大背景下,我国利益多元化和利益冲突更加显现,同时,我国立法冲突现象依然严重存在,因此要求立法者和谐立法。要实现和谐立法,首先立法必须具有合法性,其次要完善现行立法程序,再次要健全法律清理制度。In the construction of a socialist harmonious society, diversification of interests and even conflicts of interests have begun to assume increasing proportion. At the in grave existence, which calls for harmonious legislation on the same time, legislative conflicts in China are still part of legislative bodies. To bring about a harmonious legislation, first, the legitimacy of legislation must be solidly established; second, the current legislative procedures must be improved; and lastly, the system of legal clearance must be established and constantly perfected.
