摘 要:中关村高新技术领域的创新效率可以采用数据包络分析方法进行评价。"十一五"期间中关村电子信息、先进制造、新能源、新材料、现代农业、海洋工程、核应用7个领域高新技术企业创新效率相对有效,环境保护、生物医药、航空航天3个领域的高新技术企业创新效率相对非有效。环境保护领域为纯技术效率有效、规模效率无效,生物医药和航空航天领域为纯技术效率和规模效率都相对无效。环境保护领域作为北京市未来重点发展的领域,应重点提升创新能力、改善创新产品领域和结构;生物医药领域应该调整投入产出规模,增加资源投入,提升创新能力;航空航天领域与国家利益息息相关,应在保持创新投入不变的情况下提高创新产出能力。The technology innovation efficiency of high-tech enterprises industries in Zhongguancun in Beijing can be evaluated by adopting data envelopment analysis (DEA) method. In the Eleventh Five-Year, the technology innovation of Zhongguancun High-teeh Enterprises in the industries areas of electronics information,advanced manufacturing, new energy, new materials, modern agriculture, marine engineering, nuclear applications is rather efficient, while the other industries areas of environmental protection, biomedicine, aerospace need to be improved. The pure technical efficiency of environmental protection technology industry is efficient, while the scale efficiency is not. The pure technical efficiency and scale efficiency are not efficient in both biomedicine technology and aerospace technology industry. As Beijing's key development industry, the environmental protection technology in- dustry should enhance the innovation capability, improve the innovative products and its structures;the biomedicine technology should adjust the scale and allocation of input innovation resources, enhance innovation capability. The aerospace technology industry is closely related to the national interest;in the case of maintaining constant innovation investment, it should improve the capacity of the output of innovation.
