摘　　要：如何有效统筹区域卫生资源,破除城乡卫生二元结构屏障,从整体上提高区域卫生资源使用效率,是破解基层群众"看病难、看病贵"的核心课题。坊子区全面创新体制机制,构建以区医院为龙头、社区卫生服务中心为枢纽、社区卫生服务站为基础的区域医疗卫生服务体系,形成了城乡卫生一体化协调发展的"坊子模式"。坊子区5年来的医改实践探索,成效显著,为推进卫生强基工程提供了可资借鉴的经验与启迪。It is a key point to effectively balance regional health resources, eliminate the barrier between urban and rural health services, and improve the efficiency of regional health resouree utilization for solving the problem of＂ Medical Treatment Difficult and Expensive Medical Treatment＂. A new＂ Fangzi Model＂ was established in Weifang City to achieve integrated coordinated development of rural and urban health services, which formed a regional health services system centered with the district hospital,linked with community health services centers, and based on community health services station. The＂ Fangzi Model＂ can provide experiences and enlightenment for promoting further development of health services.
