摘　　要：通过１９９８年和若干历史年份夏季低纬环流的对比分析，发现１９９８年夏季低纬环流有很多异常特征。这种环流制约了热带气旋的发生发展，由此造成１９９８年西太平洋和南海生成的热带气旋明显偏少、强度偏弱。By means of the contrast analysis of the summer low latitude circulation in 1998 and in some past years,we find there are many abnormal features in 1998. The circulation conditions tropical cyclone happening and developing, so it made the tropical cyclone in the West Pacific and South China sea tend to little obviously and the intensity tend to weak.
