摘　　要：社会主义新农村建设背景下农村劳动力的转移问题是关系到我国城乡统筹协调发展,关系到中国工业化和城镇化进程。经研究得出,目前河北省农村劳动力转移带来积极经济效应的同时,也带来了一些复杂的社会问题,尤其是弱化了新农村建设的主体。中央和地方政府应该制定积极的惠农政策,进一步推进农业生产的产业化、规模化,加快农村的新型工业化的步伐,引导农民工回乡创业,实现新农村建设和城市化进程的均衡发展。The transfer of rural labor in the context of a new socialist countryside construction is related to the urban and rural coordinated development related to China＇s industrialization and urbanization. Studies, at present Hebei Province, transfer of rural labor have a positive economic effect, it also brings a number of complex social problems, especially the weakening of the main body of the new rural construction. Central and local governments should develop positive benefits of agricultural policies, to further promote the industrialization of agricultural production, scale, speed up the pace of the new industrialization of rural areas, and guide the migrant workers return home business, to achieve a balanced development of new rural construction and urbanization.
