基于政策导向的区域主导产业选择——以山东省为例

摘　　要：选择并培育主导产业是制定地区产业政策的重要内容,其选择基准与区域阶段性发展的政策导向密切相关。从主导产业内涵和当前政策导向出发,以增长潜力、产业关联、比较优势、技术创新、节能环保为基准构建主导产业选择评价指标体系,并对山东省35个工业行业进行了系统的分析和评价。分析结果与山东省现阶段的产业政策匹配度较高,能够为政府制定产业政策提供良好的决策支持。The important part of drawing up regional industrial policy is to choose and cultivate regional leading industries, and its references are closely related to policy guidance of regional development stage. In the view of connotations of leading industries and the current policy guidance, the index system of choosing leading industries indicators is built by growth potential, industrial correlation, comparative advantages, technological innovation, energy saving and environmental protection. Furthermore, after systematically analy- zing and evaluating 35 industrial sectors in Shandong Province, the results highly match current industrial policies of Shandong Province and well support establishment of government＇s industrial policies.
