新能源汽车产业化的制度安排及有效性分析——基于制度创新的视角

摘　　要："十二五"规划纲要提出要培育和发展战略性新兴产业,而作为其中之一的新能源汽车,尽管在这几年得到了中央和地方政府的大力支持,但是新能源汽车的产业化进程并不尽如人意。通过对我国新能源汽车产业制度有效性的分析,得出现行的制度安排不利于新能源汽车产业化的结论,然后分析了在新能源汽车产业发展初始阶段,制度创新是如何影响新能源汽车产业化的。最后,分析了政府在促进新兴产业发展中的作用,并结合我国实际,提出了推进新能源汽车产业化的制度安排和政策建议。＂Twelfth Five Year＂ plan guidelines put forward to foster the development of strategic and emerging industries, and as one of them the new energy vehicles have been supporting by the central and local government in recent years, but the process of industrialization is not progressed smoothly. Based on the new- energy automotive industry of the effective- ness of the system analysis in this article, we think that the existing institutional arrangements is not conducive to the in- dustrialization of new energy vehicles, and then describes the development of new energy automotive industry in the initial stage of institutional innovation and how it affects the new energy vehicles industrialization. At the same time, it clearly point out the role of the government in promoting the development of new industries and how to design effective institu- tional arrangements. Finally, we propose some institutional arrangements and policy recommendations about promoting the new energy automotive industrialization with the actual situation in China.
