摘　　要：为使铁路基建项目合理有效地履行竣工决算、转固销号程序,需要对项目投资清理后进行清概分劈、末次计价及移交组固工作。这项工作操作繁杂、业务性强、责任重大。此文从工作前提与背景、工作原则、工作内容、遗留问题与建议等4个方面进行认真思考和分析,旨在依法合规履行建设程序,规范投资控制行为,为投资清理后的决算、销号工作起到抛砖引玉的作用。To reasonablely and effectively fulfill the final accounts of the completed project and fixed assets transfer and number abolishing, the budget estimate clearing and splitting,the end time valuation and handing over solid group work after infrastructure project investment cleaning shuold be done. The work operates multifarious, has strong business and significant responsibility. The four aspects that the job premise and background, work principle, work content, the problem and suggestions are seriously considered and analyzed in this article to perform in accordance with the construction procedure, regulate investment control behavior.
