摘　　要：在对舟山新区土地利用现状特点进行分析的基础上,总结制约新区发展的瓶颈,主要包括建设用地规模不足和占补平衡难,提出旅游用地差别化、精细化管理,探索渔耕平衡,探索耕地占补平衡新途径和建设用地指标差别化管理等四个方面的土地管理差别化政策。This paper introduces the bottleneck of restricting the economic and social development of Zhoushan Islands New District be based upon the analysis on the situation of land use in Zhoushan District.These include: the scale of construction is insufficient;and requisition-compensation balance is difficult.It suggests some differentiated policies of land management: differentiated and fine management of tourist land;exploring the balance of fishing and farming,the new way to cultivated land requisition-compensation balance,and index differentiation management of land for construction purposes.
