新老农村社会养老保险对接问题及对策

摘　　要：为应对人口老龄化冲击,实现农民"老有所养"的政策目标,我国于2009年,选择部分县(市)进行新型农村社会养老保险试点。对已实施老农保的地区而言,在新农保试点过程中,需妥善解决新老农保有效对接问题。针对新老农保对接面临的缺少实施细则及操作规程、新老农保对接补贴难落实等问题,建议采取新老农保在缴费年限方面的有效衔接、按折抵缴费年限给予相应的对接补贴、大力发展县域经济、积极争取上级政府的专项配套资金、增加社会保障方面的财政支出比例等举措,实现新老农村社会养老保险的有效对接。In order to meet the challenge of an aging population in China and achieve＂proper caring for all elderly people＂in rural China,the Chinese government launched a pilot program of ＂new rural endowment insurance system＂ in some counties（cities） in 2009.A difficult task has emerged in the process in terms of the convergence of the new and old rural endowment insurance systems in the places where the old system has been implemented.The detailed rules and regulations for successful convergence are yet to come.To tackle this problem,the following suggestions are made：effectively connect the time limits for contribution in the old system to that in the new one,offer subsidies based on the converted time limits for contribution,promote county economic development,seek special funds from higher governments,and increase the proportion of social security expenditure in financial expenditure.
