摘　　要：2009年4月,中共中央、国务院发布《关于深化医药卫生体制改革的意见》和《医药卫生体制改革近期重点实施方案(2009年-2011年)》,全面启动了全国深化医药卫生体制改革工作。2009年7月,江苏省委、省政府印发《关于深化医药卫生体制改革的实施意见》,对全省医药卫生体制改革进行部署。在此基础上,无锡市委、市政府于2009年12月9日出台了《市委、市人民政府关于深化医药卫生体制改革的实施意见》,全面启动新一轮医改工作。同其他行业一样,处于转型时期的城市区级医院业务量小、效益低下及卫生资源浪费是个由来已久、亟待解决的难题。本文通过对卫生改革以及医疗市场趋势的分析,提出坚持提升核心竞争力是决定医院未来发展前景的重要因素,并结合医院实际提出了获取和培育核心竞争力的相关途径。On April 2009 ,the Central Committee of CPC and the State Council issued Directions on Deepening Medical and Heahhcare System Reform and Implementation Schedule on Medical and Heahhcare System Reform （2009-2011 ）,which kicked off the reform of medicine,heahh and heahhcare system throughout the country. On July 2009,the Party committee of Jiangsu province printed and distributed Directions on Deepening Medical and Heahhcare System Reform to map out the steps of the reform. Based on this,Wuxi municipal Party committee and Wuxi municipal government published Government Guidance on the Implementation of Medical and Healthcare System Reform,which started a new round of medical reform. The district-level hospital are facing the same problems as some of the other industries during the transforming period like ＂small amount of pa- tients＂, ＂low efficiency＂, ＂wasting of medical resources＂. These long-standing problems need to be resolved quickly. By analyzing the medical reform and the trend of the medical market, the author put forward that improving the core competitiveness is the criti- cal factor that will determine the future of the district-level hospital and share some methods on acquiring and cultivating core competitiveness.
