新时期公安机关预防与处置群体性事件的理性研究

摘　　要：新世纪以来,我国的群体性事件呈现出快速增长趋势,成为影响社会和谐稳定的重要因素,已经引起了社会的广泛关注。如何正确认识和应对群体性事件,有效化解社会矛盾,是中国共产党执政必须面对与认真解决的重要现实课题。因此,对现阶段群体性事件的理性研究,是公安机关预防与处置群体性事件的基础。群体性事件概念的由来及其界定,以及进入新时期以来,群体性事件的基本状况、发生原因及其内在机理,是公安机关预防与处置群体性事件的理论依据。Since the new century, mass inci dents in China has been on a rapidly growing tendency, which has been an important factor affecting social harmony and stability and has already aroused wide social concern. How to correctly understand and deal with mass incidents and effectively resolve the social conflicts are significant current tasks which the Chinese communist party must meet with and seriously solve. Therefore, the rational research of mass incidents during this period is the foundation of the Public security organs to prevent and dispose the mass incidents. Therefore, the origin and conception of mass incidents, the cun-ent situation, derivative sources and intrinsic mechanism of mass incidents, are the theoretical basis of public security organs to prevent and dispose mass incidents.
