摘　　要：医疗体制改革是一项社会系统工程,如何从方方面面、千头万绪的任务中找到一个切入点与突破口是新医改迫切需要解决的关键问题。本文认为可以把转变并建立科学的医疗费用支付方式作为新一轮医疗体制改革的重点与突破口,并阐述了转变支付方式在医疗费用的控制、公立医院改革、医疗保障制度的完善、基层卫生机构的建设及发展等多个方面产生的积极影响,可以从多个方面支持并促进新一轮医疗体制改革的顺利进行。Medical reform is a social system work, which will involves many aspects of the task, so it is very important to find a breakthrough. This paper argues thai transforming the form of payment can be a pawn to improve the new round of medical reform from several ways, for example, it can control healthcare costs, promote the reform of public hospitals, improve the medical insurance system, and strengthen the basic health organization, etc.
