摘　　要：目的:分析比较不同经济圈层基层医疗卫生机构基本公共卫生服务项目成本,为政府财政补偿提供依据。方法:问卷调查、观察法、访谈法、时间分配系数法。结果:城乡居民健康基本信息及档案管理是各经济圈层机构平均成本最高的大类项目;健康教育,儿童健康管理,慢性病患者健康管理和重性精神病患者健康管理一圈层机构的成本最高;传染病防治和预防接种二圈层机构的成本最高;孕产妇健康管理,65岁以上老年人健康管理,卫生监督及爱国卫生服务和突发公共卫生事件处理三圈层机构的成本最高。结论:不同经济圈层基本公共卫生服务项目成本存在明显差异,政府应根据不同经济圈层的实际情况,采取不同的补偿机制。Objective： To analyze and compare different economic circle basic medical and health institutions of basic public health service items cost, and to provide the financial compensation for government. Methods： Using questionnaire investigation, observation, and time coefficient allocation method. Results： Urban and rural residents＇health basic information and archive management is the highest categories projects of economic circle average cost, health education, child health management, health management for patients with chronic disease and patients with psychosis health management is the highest costs of the one economic circle. Infectious diseases and vaccinations is the highest costs of the two economic circle. Maternal health management, 65 years of age or older health management, health supervision and the patriotic public health services and public health emergency treatment is highest cost of three economic circle. Conclusion： Different economic circle of basic public health service items cost are obviously different. The government should adopt different compensation mechanism according to the different economic circle of the actual situation,.
