摘　　要：辽宁现代渔业发展直面资源衰退和环境恶化的瓶颈制约以及产业升级缓慢、结构优化不力、科技支撑脆弱、装备设施滞后和渔民素质偏低的问题。对此可采取渔业优势布局、渔业产业升级、渔业创新发展和渔民素质提升的战略模式,同时建立资源养护型近海捕捞业、巩固拓展型远洋渔业、生态健康型水产养殖业、环境友好型增殖渔业和文化内涵型休闲渔业为架构的产业体系,进而选择龙头企业带动型、特色渔业主导型、规模经营推动型、渔业科技驱动型、渔业设施支撑型和休闲渔业拉动型的发展路径。The modem fisheries development in Liaoning is limited by the bottleneck of stock decline and environmental degradation and faces problems of slow industry upgrading, ineffective structural optimization, weak scientific support, unadvanced facilities and uneducated fishers. Therefore a developing strategy of modem fisheries shall be decided to arrange dominant fisheries, to promote industry upgrading, to renovate fisheries, and to enhance fishers＇ quality and an industrial system shall be established to develop coastal fishing industry based on resources＇ conservation, to expand distant ocean fishing industry, to pursue aquaculture of ecological health and environment-friendly cultivated fisheries and recreational fishery of cultural characteristics. Such developing approaches to modem fisheries shall be selected as pull of leading enterprise, guide of characteristic fisheries, driving of science and technology, support of fishery facilities and pull of recreational fishery.
