摘　　要：中国海洋渔业发展迅速,在带动劳动力就业、保障食物安全、促进生态文明建设、维护海洋权益等方面发挥了重要作用,发展海洋渔业意义重大,但海洋产业在发展的同时也面临一系列挑战和问题。近海渔业资源环境保护任务艰巨、捕捞渔船作业安全保障滞后、养殖业基础支撑体系薄弱、海洋渔业科技水平不高、国际海洋渔业资源开发能力亟需提升等是海洋渔业发展面临的突出问题,要进一步做大做强海洋渔业,必须围绕保障食物安全、生态安全、生产安全和海洋权益的总体要求,合理规划产业布局,聚焦产业发展重点,培育一批优势产业。China＇s rapid development of marine fisheries play an important role in driving labor force, protecting food security, promoting ecological civilization construction and preserving the marine rights and interests, so developing marine fisheries in China is significant. However, China is facing a series of challenges and problems in the developing the marine industry. The task of coastal fishery resources environmental protection is arduous, fishing vessels operating safety and security lag, basic aquaculture support system weak, marine fisheries science and technology level low, and the capabilities of international marine fishery resources and development need to enhance, which are the prominent issues for development of marine fisheries. In order to further enlarge and strengthen marine fisheries, China have to focus on the general requirements of food safety, ecological security, production safety and marine rights and interests, take reasonable industrial layout planning, focus development of key industries and foster a number of advantaged industries.
