摘　　要："相机抉择"是国家宏观调控理论中一个非常重要的概念,也是国民经济宏观调控工作开展的核心所在。目前,实践中存在职能部门抉择"任意性"、"无序性"、"滞后性"等问题,应当通过法律手段对其加以规范,解决好相机抉择不确定性与法律规范稳定性之间的矛盾,在国家宏观调控的各个领域实现相机抉择法制化。＂ Discretion＂ is a very important concept in the national macro -control theory, and is also the core of na- tional macro -control economy. To deal with the problems of ＂arbitrariness＂, ＂disorder＂ and ＂hysteresis＂ existed in the functional department in current practice, we should use the legal means to regulate the discretionary behavior of the government in macro -control, resolve the contradiction between the uncertainty of discretion and the stability of legal norms, and finally achieve the goals in all areas of national macro - control.
