摘　　要：我国行政问责制从2003年实施以来,无论是在法律制度方面还是在实践操作中都面临着多维难题的困扰,影响了问责制的有效推行。为走出现实困境,本文提出了深化认识、明确职责、拓宽范围、配套制度、完善体系等解题对策,以期在行政制度上加大对权力的制约和监督力度,建设和谐、高效运转的责任型政府。The implementation of Administrative Denunciation System in China have been confused by multidimensional problems in legal system and practice since Administrative Denunciation System had been launched in 2003.Base on the analysis of the multi- dimensional problems of Administrative Denunciation System,this paper put forward five countermeasures：deepening the understand- ing,specifying responsibilities,expanding business,matching system and completing system to strengthen power restriction and super- vision and construct a responsible government with high efficiency.
