皖江城市带土地综合整治现状评价

摘　　要：通过分析阐明皖江城市带土地整治现状及存在问题,指导下一步土地整治工作的推进,进一步缓解土地供需矛盾,为皖江城市带的发展提供强有力的支持。采用查阅年鉴进行归纳总结,比较分析取得的成果和存在问题。各区域都有土地整治项目,但主要集中在江淮丘陵区;土地开发新增耕地比较大,但后备资源不足,加重了土地复垦和土地整理负担;整治后耕地质量差和权属不清;综合整理过程中缺乏环境影响评价;缺乏土地整治绩效评价和监管;忽视生态景观服务功能等。The purpose of this paper is to promote land remediation work, alleviate the contradiction of land supply and demand, and provide strong support for the development of Wanjiang City belt, through pointing out the problems in land remediation. Based on the yearbook, the paper summarizes and analyzes the achievements and the problems of the city belt, concluding that every region of the city belt has its land reclamation projects with most of the projects concentrated in Jianghuai Hilly Region, and that land exploitation increases new land; however, the potential resource of land exploitation is small, which has increased the burden of land consolidation and reclamation. The paper also reveals such problems as poor quality of arable land and unclear ownership after land consolidation, absence of environmental impact assessment in the process of land consolidation, lack of land management performance evaluation and supervision, and neglect of ecological service function.
