国家助学贷款高校风险防范惩治体系的构建——以“河南模式”为例

摘　　要："河南模式"是国家助学贷款的一项创新之举。为进一步完善"河南模式",必须建立高校风险防范机制。高校风险防范机制包括对贷款学生的教育、管理、服务、惩治等环节,其中建立高校惩治体系是一个重要环节。高校惩治结果应包括计收罚息的经济惩罚、实施黑名单通报制度的声誉惩罚、个人征信系统黑名单的人生惩罚和法律黑名单的严厉制裁,以保障国家助学贷款工作的顺利开展。'Henan mode' is one of the innovations of the national student loan.To further improve 'mode in Henan',College risk prevention mechanism must be established.Risk prevention mechanisms,including education for students in colleges and universities,management,service and checking links and so on,which is an important part of establishing the punishment system.University officers and Han results should include financial penalties to charge penalty interest,reputation for implementation of the Bulletin of the blacklist system punishment,punishment and legal life of personal credit system blacklist blacklist of tough sanctions,to ensure the smooth conduct of the work of national student loan.
