湖北民生福利状况监测评估指标体系的构建

摘　　要：民生福利问题是人民群众最关心、最直接、最现实的利益问题。首先分析了国内各地区民生福利统计指标体系的研究现状,总结了指标体系的构建原则。在此基础上立足湖北实际,从收入分配、生活水平、医疗与社会保障、就业与教育水平、环境与安全、公共财政投入这六个领域,设计了58个统计指标的湖北民生福利状况监测评估指标体系,并分析了该指标体系的特点。最后,简述了民生福利综合指数的计算方法。The people＇s livelihood and welfare is an interests problem which is the most concerned, the most di- rect, and the most realistic to the people. This paper first analysed the domestic study situation about the statistic in- dex system of people＇ s livelihood and welfare and summed up the building principle of index system. Then based on the reality in Hubei Province, from income distribution, life level, medical attendance and social security, em- ployment and education level, environment and safety, public financial investment and so on six aspects, this paper designed the monitoring and assessing index system of people＇ s livelihood and welfare in Hubei Province with 58 statistics indexes, and analyzed the characteristics of index system. Finally, it sketched the calculation method for the composite index of people＇s livelihood and welfare.
