摘　　要：农民政治权益保障是关系我国经济和社会发展的根本性、全局性问题,对于发展社会主义民主政治和推进城乡一体化具有极为深远的意义。现行理论对农民政治权益概念缺乏科学的界定,这在实践中导致了农民政治权益保障的缺失。由于在城乡一体化进程中利益诉求的差异性、冲突的复杂性以及博弈的多元性,广大农民迫切希望通过政治权益的充分保障来有效表达政治诉求、影响政治决策,以争取实现和维护自己的合法权益。因此,明晰农民政治权益概念的内涵和外延,既是有效防范和化解矛盾纠纷的前提和基础,同时也是构建社会主义和谐社会的推进城乡一体化的题中应有之义。Farmers＇ political rights are the fundamental question concerning the development of economy and society in Chi- na, which has a far-reaching significance for developing socialist democracy and promoting the integration of urban and rural ar-eas. Current theories on farmers＇ political rights lack scientific definition of the concept, which in practice led to the loss of farmers＇ political rights. Due to the difference of aspiration, the complexity of conflicts and the diversity of game in the integra-tion process of urban and rural areas, the broad masses of farmers hope to express their political aspirations and influence politi-cal decision-making through the full protection of their political rights in order to realize and protect their legitimate rights and interests. Therefore, clearing the connotation and extension of the concept of farmers＇ political interests is both a valid prereq-uisite and basis for preventing and solving contradictions and disputes, as well as the inseparable part of the construction of so- cialist harmonious society and the integration of urban and rural areas.
