摘　　要：改革开放以来,中国城市化水平发展迅速,"十二五"期间中国城市化水平将超过50%,城市化的发展将由注重速度向坚持速度与质量并重转变。论文在对当前城市化质量研究进展回顾的基础上,以全国县域经济基本竞争力百强县(市)前10名中江苏的县(市)为研究对象,试图从体现民生、社会公平和谐的视角构建科学合理的城市化质量评估体系,对百强县前10名江苏省县(市)城市化发展进行评价,探讨城市化水平超过50%之后城市化发展的特点、转型的方向与提升的重点,期望能够为我国城市化发展提供参考。Since the implementation of the reform and the opening policy, China＇s Urbanization has been developed rapidly. During the period of Twelfth Five-year Plan, the level of China＇s Urbanization will be over 50%. And China＇s Urbanization will focus on the conformity of speed and quality.Based upon reviewing the research on the quality of urbanization, this paper took the top ten of Chinese hundred strong counties in Jiangsu for example to build a scientific and rational urbanization quality assessment system which could reflect the situation of people＇s livelihood, social equity and harmony. It estimated the development of urbanization in the top ten of Chinese hundred strong counties and discussed the features of city when the level of urbanization is over 50%. Furthermore, it discussed the direction of transformation and the key points of promotion of city, excepted to provide a reference for the development of China＇s Urbanization.
