当代中国历史地段保护的复杂性观照:透过一座岭南城市的镜头

摘　　要：我国历史地段保护状况日趋严重。以惠州为样本分析得出,复杂的基本特征、凸显的衍生特性、复杂的文化心理、困惑的保护理论、激烈的利益博弈、缺位的保护机制、不足的维修资金以及薄弱的技术力量是当前我国历史地段保护复杂性的根源,而核心症结还在于快速城市化背景下对经济利益的狂热追求导致的对稀缺土地资源的贪婪攫取,其破解之道在于确立科学发展理念,不断增强保护意识,切实完善以公众参与为核心的规划管理机制。Our historic areas protection is deteriorating. Taking the historic areas protection condition in Huizhou as a sample, we found the complicated basic characteristics, prominently protruding derivative characteristics, complicated cultural psychology, confused protection theory, intense profit struggle, omission of protection mechanism, inadequate maintenance funds and weak technology strength were the origin of the complication of historic areas protection, and the fundamental reason was the greed for scarce land resource which was from the fanatical pursuit for economic profit against the rapid urbanization background. Therefore, the solution was to establish the concept of scientific development, continuously enhance the protection awareness, and earnestly perfect the plan management mechanisms which kept the public participation as the core.
