摘　　要：港口重点水域船舶交通环境风险评价是当前港口安全管理的有效手段之一。利用综合安全评估等风险评估方法,识别港口重点水域中船舶通航、靠离泊、锚泊等作业的危险因素及其危害程度,包括气象、水文、通航环境、船舶本身及辅助作业条件,并对其风险进行分析、模拟和预测,进而提出风险处置的基本途径。通过该方法结合上海港外高桥水域船舶交通环境进行应用分析,提出该水域船舶交通环境风险控制的对策及建议。Risk assessment of ship traffic environment of key areas of a harbor is one of the effective means for har- bor safety management today. Some risk assessment methods such as Formal Safety Assessment are utilized to iden- tify risk factors and hazards in operations of ship navigation, such as berthing/unberthing, anchoring, meteorologi- cal conditions, traffic environment, ship itself and supporting operation conditions. The risks are analyzed, simula- ted and predicted; the basic measures to deal with the risks are presented. A case study of Waigaoqiao area is carried out by applying the method, the countermeasures and suggestions for the risk control of ship traffic environment in the water area are put forth.
