摘　　要：目的了解和分析影响湖南省针具交换工作开展的政策环境因素。方法采用定性研究的方法,对34个开展针具交换工作的县卫生行政部门、公安禁毒部门和相关针具交换点工作人员进行面对面访谈。结果在接受访谈对象中,卫生行政部门84.4%认为针具交换工作对控制艾滋病有效,60.7%认为针具交换工作投入产出合理,42.9%认为与公安部门协调难度大,62.5%认为吸毒人员管理难;公安禁毒部门43.8%认为针具交换工作利大于弊,64.3%同意继续开展针具交换工作;针具交换点工作人员41.9%愿意继续从事针具交换工作,55.8%认为针具交换工作可以持续开展下去。结论湖南省针具交换工作政策环境有待改善,需要转变策略和采取新的措施。Objective To investigate and analyze the factors influencing the political environment for development of needle exchange programs in Hunan Province.Methods With a qualitative research method,face-to-face interviews were conducted in the staff members selected from departments of health care administration,anti-drug departments of police stations and the needle exchange points among 34 counties with needle exchange programs in Hunan Province.Results Among the surveyed staff members selected from departments of health care administration,84.4% thought that needle exchange programs were effective for the HIV/AIDS control,60.7% believed that the input-output of needle exchange programs was reasonable,42.9% said that it was difficult to coordinate with public security departments,and 62.5% believed that it was difficult to manage drug addicts.Among the surveyed staff members from anti-drug departments of police stations,43.8% believed that needle exchange programs had more advantages than disadvantages,and 64.3% agreed to continuously conducting needle exchange programs.Among the surveyed staff members from the needle exchange points,41.9% were willing to continuously engage in needle exchange programs,and 55.8% believed that needle exchange programs could be pursued continuously.Conclusions The political environment for needle exchange programs in Hunan Province is not optimistic and needs to be improved.It is necessary to change the correlative strategy and take new countermeasures.
