摘　　要："八大"关于党的代表大会制度的常任制改革,是中国共产党思考执政条件下如何把加强党的建设与推进执政方式现代化结合起来的伟大尝试,是中国共产党以苏为鉴,把马克思主义基本原理与中国具体实际相结合的开拓创新,它是第一代领导集体的智慧结晶。尽管改革初试即遭遇挫折,但考察这一时期党的代表大会常任制的理论阐述和实践过程,可为今天的改革探索提供理论依据、实践经验和有益借鉴。The reform of the permanent system of the Party Congress system in the eighth session is a great test of the CPC to combine the construction of party and the modernization of its administration.The CPC takes the Soviet Union as reference and combines innovatively the basic Marxist principles with China＇s concrete practice,which is a crystallization of the wisdom of the first generation of collective leadership.Exploring the theory and practice of the permanent system of the Party Congress can provide a theoretical base for today＇s reform experiences.
