基于DEA方法的省级自然科学基金效率实证研究

摘　　要：选取2007～2008年我国16个省自然科学基金的数据作为研究样本,从省级自然科学基金成果对促进地方知识发展、创新能力提升以及人才培育等三个方面出发,构建了省级自然科学基金效率评价指标体系,并运用DEA模型对16个省级自然科学基金相对效率进行评价。结果显示:6个省的自然科学基金DEA评价无效,其中有4个省的自然科学基金纯技术效率和规模效率同时无效。通过投影分析,发现造成省级自然科学基金低效主要原因是现有投入规模下科技产出严重不足。最后针对研究结论,提出相应的对策建议。This paper builds up evaluation index system of provincial natural science fund from three aspects, including in- creasing the stock of regional knowledge, enhancing the ability of regional original innovation, and training local high - quali- ty talents. This paper analyzes the relative efficiency evaluation of 16 Provinces＇ Natural Science Fund between 2007 and 2008 by using CCR and BCC models of DEA method. Results show that 10 Provincial Natural Science Fund input ＆ output efficiency has achieved optimal allocation;another 6 areas of Natural Science Fund are thought to be the valid DMUs. There are 4 Provincial Natural Science Fund with both scale inefficiency and pure technical inefficiency. This paper also finds that the main reason which caused Provincial Natural Science Fund DEA invalid is existing serious shortage of science and tech- nology output. At last, this paper puts forward the corresponding countermeasures.
