摘　　要：为进一步探究河北省基本公共卫生服务均等化实施的效果及阶段性成效,研究采用定性与定量相结合的方法,通过专题小组讨论法、专家咨询法、访谈法、现场调查问卷法等对项目实施情况和实施效果进行了实地调查,在河北省随机抽取4个地市的21所乡镇卫生院及当地卫生行政主管部门,获得第一手资料。调查分析得出影响河北省基本公共卫生服务均等化实施效果的诸多因素,就影响均等化项目实施的问题分别在服务供给主体、服务接受客体、服务整体管理、服务资金供给、服务队伍建设、服务效果考核等方面提出建议,从而为河北省基本公共卫生服务均等化项目的有效实施提供咨询和参考。In order to further explore the implementation efficiency and stage results of the basic public health service equalization in Hebei province, this research applied the qualitative and quantitative methods, explored the condition and efficiency of the project implementation through the focus group discussion, Delphi method, interview method and questionnaire investigation method. This research obtained first-hand data through randomly taking twenty-one rural hospitals and the local health administration department in the four cities of Hebei province, and analyzed the factors that affecting the basic public health service equalization in Hebei province. This research proposed many suggestions in the service supply, service accept object, service management, service capital supply, service team construction and service effect assessment that affecting the basic public health service equalization, thus providing consultation and reference for the implementation of the basic public health service equalization in Hebei province.
