摘　　要：近年来,随着城乡一体化建设进程加快,上海城郊接合部地区在取得经济、社会和市政建设大发展的同时也出现了外来人口急剧增长、治安环境日益复杂、刑事犯罪居高不下等诸多影响社会稳定的问题和潜在隐患。公安机关应当积极探索创新适应上海城郊结合地区治安特点的稳控手段和方式,推进社区警务战略和打防控一体化建设。In recent years, with the integration of urban and rural areas going under way, the urban joints have not only made great progress in economy, social and infrastructure construction but also attracted large migrant population, which makes public security situation complicated and causes high crime rate. All the factors have contributed to social instability and potential hazards. Police agencies should actively explore innovative control means that are suitable to the public order characteristics in Shanghai urban joints so as to push forward the development of community policing and the combination of combat, prevention and control.
