摘　　要：自然灾害、信息安全和问题读者是图书馆危机管理的三个基本要素。图书馆应当制定切实可行的危机管理指南,保护馆内人员的人身安全,减少危机造成的损失。采取信息安全措施,确保网络信息的保密性、完整性和可用性。问题读者的问题行动是对图书馆安全的严重威胁和对正常管理工作的干扰,是图书馆危机管理的重要研究课题。The three factors of crisis management of libraries are natural disaster, information security and problem readers. So libraries should make practical crisis management guide, safeguard all their staff and reduce the losses caused by crises. Libraries should also take meas- ures on information security, ensure the confidentiality, completeness and availability of net- work information. The problematic activities of problem readers can be a serious threat to librar- y＇s daily work and interfere with library management, which must be considered as an impor-tant research subject concerning crisis management.
