摘　　要：轨道交通日益发展,应急管理工作凸显重要,加强应急预案管理的急迫性和必要性也日益突出。城市轨道交通应急预案的编制和使用能够大大提高地铁企业面对突发灾害的处理能力,加快应急处置速度。因此,建立科学和完善的全生命周期应急预案管理体系是轨道交通行业应急管理的必然趋势。With the development of Urban Transit, emergency management was more important and emergency plan was more and more urgent and necessary. The preparation and use of Urban Transit emergency plans could greatly enhance the handling capacity of disaster, speed up the process of emergency response. So establishing Emergency Plan Management System of whole life cycle was an inevitable trend for emergency management in the Urban Transit industry.
