开发红水河,为实施西部大开发战略作贡献

摘　　要：珠江干流西江上中游河段红水河，自南盘江黄泥河口至黔江大藤峡，是水力资源最集中的河段，红水河梯级开发，不仅有巨大的发电效益，而且还担负着珠江流域防洪工程体系调蓄控制上游洪水的重任；红水河还是沟通流城东、西部的水运通道之一。加快红水河水利水电开发，将为新世纪珠江流域经济发展创造条件，保障新世纪珠江中下游防洪安全，促进流域东、西部地区经济协调发展。龙滩水电站、大藤峡水利枢纽为红水河综合开发的两个战略性工程，应尽早动工兴建。应大力推进红水河开发，贯彻实施西部大开发战略，努力实现珠江流域的持续发展。Known as 'the rich mine of Hongshui River's hydropower', the upper and middle West River from the mouth of HuangniRiver to Datengxia of Qiangjiang River is the reach with most concentrated hydraulic resources of the Pearl River.Exploiting the Hongshui River cascades can both achieve enormous benefits han power generation and control floods of the upper reaches for thePearl River flood control system. Hongshui River is also a navigation route connecting the east and west parts of Pearl River Valley.Speeding up the exploitation of Hongshui River will create conditions for the economic development of the Pearl River Valley in thenew century, safeguard the lower and middle Pearl River from flooding and promote the coordinated economic development both in theeastern and wesern regions of the valley. As the two strategic projects of comprehensive development of Hongshui River, Longtan Hy-dropower Stalion and Datengxia Hydro-Junction should be built as early as possible. It is necessary to give impetus to the exploitation of Hongshui River to strive for realizing the sustainable developmt of Pearl River Valley by implementing the strategy of developingthe west put forward by the Central Committee of CPC.
