少数民族地区高校突发事件应急联动体系研究

摘　　要：高校公共突发事件严重威胁着高校师生的自身利益和正常发展状态,特别是少数民族地区高校突发事件将带来巨大的破坏性后果及不确定性的连锁事件。因此,建立少数民族地区高校公共突发事件应急联动体系就具有重大意义:它可使高校管理者在面临潜在公共突发事件威胁的情境下,通过对高校公共突发事件预警机制,有效预防、及时控制、平息事件,恢复高校工作常态,达到有效预防处理和化危机为契机等目的。Public emergency incidents in universities axe seriously threatening the interests of teachers and students as well as the normal development of the universities. Such incidents happened in ethic minority regions in particular would result in devastating consequences and a string of uncertain chain events. Therefore, it is a special significance to set up a university public emergency response linkage system in ethic minority regions. For it enables the university administration, encountering public emergencies, to resume the normal management by implementing the precaution mechanism, effective prevention, timely control, and incident suppression to achieve the ~oal of effective incident treatment and crisis resolution.
