解决现阶段农村合作医疗保健制度筹资难的构想——谈“购卡”式筹资方式的思路与应用

摘　　要：筹资难是制约发展完善农村合作医疗保健制度的难点之一。通过多年来推广普及农村合作医疗保健制度的实践和对合作医疗制度与社会主义市场经济不相适应部分的思考,在应用市场经济规律的相关原则下,提出了以购买有价保健卡形式的构想,达到解决合作医疗筹资难的目的。文中重点介绍了“购卡”式筹资方法的思路、原则、内容、适宜开展的机构及优越性探讨,试图通过用“什么样的价值提供什么样的医疗保健服务”方法,在农民群众明白享受医疗服务范围的情况下,自愿选择参与合作医疗,以推动合作医疗保健制度在农村进一步得到推广普及,为社会的稳定、经济的发展做一点有益的工作。Raising funds is one of the difficulties restricting the development and perfection of medical and health care cooperation system in countryside. Based on several years' practice in spreading this system and ponderation on the unfit parts between the system and socialist market economy and with the relevant market economic laws, the conception of buying valuable medical and health care cards is brought forward to achieve the goal of solving the problem of raising founds. This article focuses on the introduction to thought, principle, and content of raising funds, the institutions to manage and the discussion about the advantages of this system, It also uses the concept of What kind of value provides what kind of medical and health care service" to make peasants choose and participate in this cooperation,under the circumstance that they understand the scope of enjoying the service,so that this system can be popularized and enforced in countryside.
