新型农村合作医疗与医疗救助制度的有效衔接研究

摘　　要：新型农村合作医疗制度与农村医疗救助制度的有效衔接可以提高农村贫困人群医疗保障水平,改善其健康状况。本文从医疗救助对象的受益情况、患者住院流向、住院费用几个方面,探讨了制度设计和管理运行中存在的问题,并针对这些问题提出了相应的建议。The effective link-up between Medical Financial Assistance （MFA） and New Cooperative Medical Scheme （NCMS） could not only raise the level of medical security of the poor, but also improve the health status of poor people. The benefits from Ihe relief, inpatient flow, medical expenditure existing questions are explored, such as design for medical security system construction and operational management, etc. Meanwhile, some rational suggestions were represented.
