摘　　要：中共十六大以来,党的执政能力建设呈现出四大突出特点:把执政能力建设和先进性建设确立为党的建设的主线;执政为民是执政能力建设的根本宗旨;把提高构建和谐社会的能力摆在重要位置;妥善处置各类重大突发事件,着力提高驾驭复杂局势的能力。Since the 16th NCCPC, the party＇s governing capacity building has shown four prominent features： the governing capability and vanguard nature were established as the main line of the party building; governing for the people is the fundamental purpose of governing capacity building; improving the ability of building a harmonious society is put in an important position; properly handle all types of emergencies, and strive to improve the ability to cope with complicated situations.
