依托单位在国家自然科学基金管理中的战略定位研究

摘　　要：国家自然科学基金项目依托单位是科学基金事业的重要组成部分,在科学基金工作中发挥着支撑、协调、管理、服务的重要作用。本文结合依托单位管理的内外部因素,运用系统分析的方法,揭示和阐述依托单位在科学基金管理体系和运行机制中的战略定位。通过研究确立了依托单位的基础作用定位、法定职能定位及系统功能定位,目的在于从实践的角度为完善依托单位的管理提供解决思路,以推进科学基金的健康稳定和可持续发展。The home institutions of National Natural Science Fund is an important part of the science fund, and play an important support, coordination, management, and service role. In this paper, relying on the internal and external factors of the home institutions, we used systems analysis methods to reveal and ex- plain the strategically positioning of the home institutions in the management system and operational mechanism of the science fund. This paper establishes the fundamental role of positioning and statutory functions positioning and system functions positioning of the home institutions, aiming at from a practical point of view to improve home institutions management, and to promote the science fund healthy, stable and sus- tainable development.
