摘 要:公众作为评估主体在政府绩效评估中越来越得到重视,这与绩效评估的"民众本位"的价值取向是一致的。但是,在中国政府的"自上而下"绩效评估模式下,"民众为本"的价值并没有完全落实,价值选择的偏差也导致地方政府绩效评估理性选择存在偏差。因此,我们有必要重塑绩效系统中的公众评估主体地位。公众作为评估主体有着明显的优势,但也存在一定的风险和挑战。为了重塑绩效评估中的公众的评估主体地位,需要从制度和技术的层面再造公众评估政府的流程,以使得公众参与政府绩效评估更加客观有效。In recent years, there have been more and more local governments in China that have started government performance evalua tion, in which the pubhc have played an increasingly important role. However, the "people - oriented" value has not been fully realized in these evaluation activities. Therefore, we should re - emphasize and re - discuss the important role of the public as the evaluation subject in local government performance evaluation. As the subject of evaluation, the public have obvious advantages, but there are also risks and challenges for them to fully take part in government evaluation. To guarantee the public' s full and effective participation in government performance evaluation, it is necessary to reestablish the procedures of evaluation from the institutional and technical aspects.
