摘　　要：甘肃省虽然已经具备了实现社会跨越发展的政策机遇和基础条件,但仍然面临着体制机制不够完善、基础保障能力弱、贫困人口多等一系列难点问题。推进甘肃省社会跨越发展,必须立足省情,明确社会跨越发展的重点领域,进一步完善社会跨越发展的体制机制;以保障和改善民生为切入点,进一步推动社会管理方式创新,以保障和改善民生为突破口进一步推进"三个安全网"建设,以三大集中连片特困片区为重点分类实施扶贫攻坚工程;实施文化强省战略,提高社会跨越发展的文化软实力。Gansu province has had the policy opportunities and basic conditions to achieve social leapfrog development, But still is faced with system mechanism is not perfect enough, foundation safeguard ability is weak, impoverished population is much wait for a series of difficult problems~ Promote Gansu Province social Leapfrog development must be based on the sit- uation in the province, Clear social development focus areas , further improve the social development system and mecha- nism; protect and improve people~ livelihood as a starting point to further promote social management innovation; protect and improve people~ livelihood as a breakthrough, Advance ＂ three safety nets＂ construction, ;Implementing the Cultural Province of strategies , to enhance social development by leaps and bounds of cultural soft power.
