浅谈非税资金在财政收入中的作用及管理——以山东省为例

摘　　要：非税收入是相对商品价格而言的,在不同历史时期,非税收入的名目不同,作用也不尽相同。非税收入资金规模大,规范和加强非税收入管理很有必要。如果发生滥收多收、乱支乱用现象,就会发生国民收入的不合理转移,将会诱发一系列社会经济和政治问题,形成严重行业不正之风,加重企业和群众负担,干扰国家的改革开放和经济发展。因此,为了发挥好非税收入的积极作用,必须切实加强对行政事业性非税收入的管理和监督,保障其取之合法,用之有道。The non tax income is relative commodity price, in different historical periods, the non tax income has different brands and plays, different role. Non tax income fund scale is large, for each region and department plays a very important role. lf there is excessive overcharged, chaos phenomenon occurs with branch, national income is not reasonable transfer, will cause the series society economic and political problems, form serious industry unwholesome tendencies, aggravating enterprise and masses burden, the interference of the reform and opening policy and economic development. Therefore, non tax income in order to play the positive role, we must cogent strengthen administrative career sex non tax revenue management and supervision, safeguard the lawful, use proper way.
