摘　　要：文化建设具有重要的战略地位,不仅关系着全面小康社会建设,还关系着中国特色社会主义的建设以及中华民族的伟大复兴。在文化建设中必须尊重人民群众的主体性,因为人民群众是文化的创造者、文化发展的推动者、文化建设的受益者。要发挥人民群众的主体性,必须充分发扬文化民主,鼓励人民群众积极参与文化建设;增强文化建设活动的针对性,让文化服务于人民群众。Cultural construction has an important strategic position, it is not only in reladon to the comprehensive well-off society construction, but also the relationship between the construction of so- cialism with Chinese characteristics and the great rejuvenation of the Chinese nation. In the cultural construction, we must respect people＇s subjective because people are the creator of culture, movers of cultural development, beneficiaries of the culture construction. To play the people＇s subjectivity, we must fully develop cultural democracy, encourage people actively participate in cultural construction and let the culture serve for the people.
