公民有序政治参与民间组织的功用研究

摘　　要：实现公民有序政治参与是发展社会主义民主、推动政治文明进步、实现政治和社会稳定的重要保障,我国政府一直以来也在扩大公民有序政治参与方面进行着不懈努力,为公民的有序政治参与提供了较好的条件,但是政府的努力基本是从宏观层面,缺少保障公民有序政治参与具体的、具有实际操作性的制度和程序。民间组织正好可以弥补政府在这方面的缺陷,在政府的引导和规范下,民间组织可以发挥培养公民政治参与意识、培训教育公民如何实现有序政治参与、引导公民实践有序政治参与、提高公民组织化程度,提高公民有序政治参与的能力的作用。The realization ping socialist democracy, The government has been of civil orderly political participation is an important guarantee for develo promoting political civilization and achieving political and social stability. d ical participation. However practical for NGO oing a lot and providing better conditions to increase the civil orderly polit- , the government＇s efforts are largely on a macro level without specific and systems and procedures to ensure the civil orderly political participation, thus to fill in. With the approval of the government, awareness of and leading t to participate political participation, training the citizen to NGO can play a realize an order he citizen to practice orderly political participation, so as to in the politics orderly by way of bettering the organization great role political leaving a gap in raising the participation, improve the citizen＇s ability of the citizen.
