服务型政府视角下的地方政府制度创新:基于左权的研究

摘　　要：构建服务型政府是宏观的政策理念,更是具体的实践活动,地方政府是构建服务型政府的重要实践主体,制度创新是提升地方政府行政有效性的关键。但由于制度创新缺乏根本动力、地方政府自主决策空间有限、制度创新的推进过多依赖于地方主政官员的相关认知,使得地方政府制度创新面临困境。山西省左权县作为一个国定贫困县,在十多年的县域建设中逐渐走出了一条以扶贫移民搬迁为突破口的"左权之路",左权县制度创新的基本经验表明,要化解地方政府制度创新困境就要实现制度创新与公众诉求的紧密结合,提高地方政策的回应度;疏通信息沟通渠道,使公众利益表达更顺畅;提供环境支撑,强化地方政府制度创新意愿。Building a service--oriented government is a specific practice as well as a policy concept. Institutional innovation is the key to the effectiveness of local government administration. However, due to the lack of the fundamental driving force, the limited autonomous decision-making power, too much reliance on officials＂ cognitive, local government are faced with difficulties in institutional innovation. Zuoquan, as a state-designated poor county, gradually develop Zuoquan mode in ten-year county building with helping immigrants＂ move as a breakthrough. The experiences shows that it is necessary to integrate institutional innovation with the public demands, to improve the responsiveness of local policy, to keep communication channels smooth, to provide environmental support in order to resolve the predicament in institutional innovation of local government.
