摘　　要：城市发展的实质是城市的经济和社会的发展,指导城市空间发展的城市发展战略规划如何推动城市社会与经济的发展?以新加坡为例,阐述1960年代独立后政府在市场经济框架下拓展城市经济的深度和广度、塑造新加坡花园城市和公共城市的经验。城市的空间和社会发展建立在城市经济高效率发展的基础之上,花园城市和公共城市的模式与城市经济提升相辅相成,造就经济、社会、环境可持续发展的城市。The essences of urban growth are urban socioeconomic development. What is the role of Urban Developmental Strategic Plans in guiding urban devel- opment？ Using Singapore as a case study, this paper illustrates how its govern- ment endeavored to broaden and deepen Singapore＇s economies under the frame- work of the market system, and to build Singapore into a Garden City and Radi- ant City. The city in its physical form has been built upon the basis of efficient urban economies, and the Garden City and Radiant City have facilitated the ur- ban economic performance. Under the stewardship of the effective state, Singa- pore has been made an economically, socially and environmentally sustainable city.
