摘　　要：数字技术和网络技术的迅猛发展给广电系统带来了深刻的变革。建设非线性编辑制作网已成为各大电视台建设数字电视的核心。哈尔滨电视台在建设中采用双网结构和双压缩率的技术,实现了素材上传、素材管理、节目编辑和节目下载(播出)等功能,大大提高了电视节目的图像质量和制作能力。Development of digital and network technology has resulted in the great changes of the Radio Television Network.The core of the digital television business is the construction of the nonlinear editing system.Because of the application of double network structure and double rate of compression technology in the digital TV program in Haerbin TV station,the functions of uploading of the program materials,management for the program materials,editing for TV program and the downloading of TV program has been realized simultaneously.The nonlinear editing system has improved the images quality of the TV program and the production capacity considerably.
