摘　　要：扶贫开发工作的系统性决定了各项扶贫开发政策要相互协调相互配合,形成合力来解决我国农村贫困问题。新时期的扶贫开发工作要把握好科学发展这根主线,建立和完善一系列的扶贫开发长效机制,保障扶贫开发工作"可持续发展",促成早日实现"十二五规划"确立的扶贫目标。Aid-the-Poor Program is a systematic programme, so each policy should work together to solve the pov- erty problem fundamentally. In the new period , we should put the Outlook of Scientific Development first during the Aid-the-Poor Program process. Only by establishing and improving a series of long-term mechanism plans for the Aid-the-Poor Program can the Program assure the sustainable development of the Aid-the-Poor Program and contribute to the realization of the aid-the-poor aim established in the Twelfth Five-year Plan.
