摘　　要：根据知识成果权利关系和国家法律,公共教育科研机构可依法享有对公共资助研究知识成果保存和传播的权利。本文提出要依据法律、规章制度、机构政策来管理知识成果,形成对知识成果使用进行许可的框架,并进一步提出权利责任框架和利益平衡策略,以及以此为基础的最佳政策范例和多方位的权益管理机制。图5。参考文献26。Based on the national laws in regards to knowledge products, public education and research institutions the have rights to preserve and distribute public-funded research results. This paper establishes a rights permission framework supported by laws and institutional policies, and introduces a framework of rights responsibility and rights balance strategies with illustrative policy examples and an institutional repository rights management mechanism. 5 figs. 26 refs.
