摘  要:我国政府引进新公共管理的理念,积极介入大学学科建设,通过政策助推、信息服务和资金支持等方式,无疑推动了大学学科水平的发展。但政府对大学学科建设介入也带来了政府管理"碎片化"问题,表现为政策上的交叉、平台上的重叠和项目上的重复,直接导致非重点学科边缘化、教师价值观与科研行为异化、学科的自主性缺失与主体性缺位和学科投入产出不匹配等乱象呈现。治理政府管理"碎片化"对大学学科建设所带来的消极影响,树立协同理念,构建整体政府管理模式,构建政府与大学的缓冲组织,改变政府直接管理的现状。The Chinese government introduces the concept of New Public Management (NPM), and actively involves itself in university disciplinary construction through policies help, information services, financial support and so on, so that it undoubtedly contributes to the development of university disciplines. However, the Chinese government intervention on university disciplinary construction has also brought an issue on the "fragmentation" of the govemment's administration, which represents repeated policies items, overlapped platforms and duplicated projects. These unfavorable performance directly cause the chaos presented, like the marginalization of non-key disciplines, alienation of teachers' values and research subjectivity, disciplinary input mismatching its output. acts, loss of the disciplinary autonomy Governing the effect of "fragmentati and the absence of on" of the Chinese government's administration on university disciplinary construction should establish a collaborative concept, create Whole of Government administration model, frame buffer organization of the Chinese government and universities to change the status of direct government administration.
