摘　　要：特色专业建设政策是政府基于高等学校所面临的现实状况,尤其是高等教育不能适应社会经济发展需要的现实情况而出台的一个公共政策,也是高等教育决策从注重宏大决策到微观关注的具体表现。研究发现:在特色专业建设政策实施过程中,凸显了市场力量的扩大以及政府干预的主导性,同时也显示出大学在适应市场力量扩大状态之下的质量文化的自觉,是一次政府干预、大学自觉与市场力量有机结合的尝试。未来一段时期,加强特色专业建设,除应对市场力量之外,还需要政府与高校的不懈努力。政府要双管齐下,不仅要实施政策干预,而且要强化制度建设。高等学校要增强质量文化自觉,不断提高特色专业建设的意识与行动。The characteristic specialty construction of policy of the government is based on the higher education faces the reality, especially in the higher education cannot adapt to the need of social and economic development of the actual situation and issued a public policy, higher education is also making from pay attention to micro focus on specific table now. The research discovered： in construction specialty in the process of policy implementation, highlights the market expanded powers intervention in the dominant, but also show the University condition of quality of cultural consciousness, forces combined to try. Future a paragraph of to respond to market forces, but also need the great decisions of characteristic and government in adapting to the market force to expand under the are a government intervention, University consciousness and market period, strengthen the construction of feature specialty, in addition government and universities on both sides of the unremitting efforts. The government must work along both lines, not only to implement policy interventions, and to strengthen the system construction. Higher school should enhance the consciousness of quality culture of colleges and universities, and constantly improve the characteristic specialty construction of awareness and action.
